The Tempest has one rule that the game explains far too quietly: the car you licence is the car you lose, at least for that tier's races. Understand that single rule before you tap anything and the Tempest becomes a rewarding endgame. What the Tempest actually is

Finish the main story, beat the final boss, and CSR2 opens the Tempest: a second ladder that runs back through the tiers with meaner opponents and meaningfully harder target times. The rule that catches everyone

Each Tempest tier asks you to commit one car from that tier to its Elite Licence. Here's the part players miss: once a car is locked to the licence, it cannot race in that tier's Tempest events. It's not a fee you pay and forget, it's a car you bench. Which means every tier of the Tempest quietly demands two strong cars from you: one to sacrifice to the licence, and one to actually run the races.

Now picture the natural mistake. You reach the licence screen, it asks for a strong car, and you offer up the best thing in your garage, because that's what every other prompt in the game has taught you to do. The licence accepts it gladly. And then you open the Tempest races and discover your ace is ineligible, benched by the very licence it paid for.
